Jeff Francis (pictured in 2008 autographed Allen and Ginter baseball card), kind of sucks, was injured last year and pitches in a tough park - but it's sleeper time! Francis isn't the guy to build around but if you need a back of the rotation guy that can get better than league-average fantasy baseball stats with good matchups then he's something to look at.
Even with last year's struggles his 3 year average is 4.40 ERA and 1.38 WHIP and nice K rate in the 6 per 9 neighborhood. I look for him to rebound better than this average but not by a whole lot. Jeff Francis doesn't have extreme home/road splits but does fair slightly better on the road. Oddly Francis has been significantly more effective in day games than pitching at night - something to watch in 2009.
I could see Jeff Francis turning into an average version of Barry Zito back in the Oakland As day. Francis won't win a Cy Young or 20 games but is a nice innings eating option that won't hurt - there's something to be said for that in deeper fantasy baseball leagues.
